Had a discussion/disagreement with my ex about this...
In my opinion, a "rim" is a part of a wheel, just as a hub and a spoke is a part of a wheel. I don't know what to call the assembly of a wheel and a tire. She insisted that a "rim" is the entire top picture and it is a "wheel" when the tire is added.

nope, the wheel is the metal bit, and the tire is the rubber bit. you only need both if you want to go for a drive
also, the illustration for a rim was a bicycle rim. to make a wheel, add spokes and a hub to the rim.

A wheel is the top picture. When a tire is mounted, in my mind, its a tire and wheel.

And a lot of people around here say rims too. This doesn't bode well for the future.
At least they don't say "rimz". After that, it's dubz. Then all hope for humanity is lost.

It's depend in where on earth side you are. Don't expect it gonna be the same for all. IE : America, UK, Australia had differences even thought they all use English language. :D

There are multi-piece wheels, that contain a part called a rim (and a hub etc). But the whole package together is a wheel

Yeah, but an annoying as it is, it's not worth fighting.
Just like when someone calls every hi-riser a DONK. Technically not true, but it's so commonly used that I'm starting to accept it.
It's one of those arguments that just makes you look like an asshole if you correct someone.

That diagram shows a three part wheel, but the sections are still named as shown. If you hit a pothole, you bend the rim. If you slide into a curb, you chip a wheel center, whether it's one piece or not.

My biggest problem in the scenario is when people call the whole package a tire.

Had a customer ask for rims once.
I asked him for his VIN: Had had steel wheels.
So I asked him if he was looking for a replacement "wheel".
He says "I gots wheels, I want RIMS!"
Oh. Alloy WHEELS. Gotcha.

I know the difference, and I don't usually use "rims" as a slang term for automotive wheels.
but I don't have the energy to waste on getting angry about that stuff... if I can tell what someone is referring to... I get the point, and then speak or write in a more precise manner myself.
I am trying to get to the point where I don't waste mental energy on getting angry about calling cars with more than 2 side doors as coupes.

Hate to break it to you, but commonplace usage seems to be changing the definition, as is wont to happen in the English language. "Rims" now seems to reference all the metal bits, and "Tires" are the rubber things on the metal bits.
